ACER is an Australian institution founded by American philanthropy: the Carnegie Foundation.
In 1928 James E. Russell, Emeritus Dean of teachers College, Columbia University, New York reported on the need in Australia for "some mean of checking impartially the work of the school and supplying reliable information for continuous development ..."
Two years, later, on 10-11 February 1930, a small conference of educators met in Melbourne and formally established a new institution, the Australian Council for Educational Research (ACER), to commence operation on 1 April 1930".
