Abstract
This review examines systems and institutional policies impacting Higher Education (HE) and Vocational Education and Training (TVET) sectors globally. Specifically, it seeks to address the impact of access, participation, retention, and graduation policies, and support the development of the UNESCO Global Education Monitoring Report 2026 by responding to equity and inclusion challenges, and alignment with Sustainable Development Goal 4 targets.
